  "message": "Fix the Windows fuzzer build\n\nOPENSSL_WINDOWS doesn\u0027t *quite* imply that crypto/rand_extra/windows.c\nis used, thanks to fuzzer mode.\n\nThe sea of ifdefs here is becoming quite a mess, so I\u0027ve added\nOPENSSL_RAND_* resolve the dispatch in one place.
