  "message": "runner: Fix test DTLS 1.3 HelloRetryRequest messages on resume\n\nThe test harness was accidentally echoing the legacy session ID in DTLS\n1.3 HelloRetryRequest messages. This happened to never come up because\nwe had no tests where the first connection negotiated DTLS 1.2 (needed\nfor the shim to send a non-empty session ID) and then the second\nconnection negotiated DTLS 1.3 with HelloRetryRequest.\n\nStill, fix this in case we ever write such a test.
