  "message": "runner: Rearrange 0-RTT code in server slightly\n\nThe point at which we flush is tricky for testing DTLS 1.3 ACKs. This\nrearrangement is not sufficient to make that work, but I wanted to pull\nthis into a separately reviewable CL first. The changes are:\n\n- We can derive keys and set the out keys very early\n\n- I\u0027ve removed the shouldSkipEarlyData() check. That check is\n  unnecessary because we\u0027re already checking for whether the server\n  accepted early data in EncryptedExtensions. (Also it doesn\u0027t make\n  sense to apply that check to reading a bit of early data, but not to\n  reading EndOfEarlyData.
