  "message": "Switch clang-format IncludeBlocks to Preserve.\n\nclang-format now reorders includes. It used to simply sort within\nblocks, but later it added a \"regroup\" option. The regroup option is a\nbit aggressive and does not take into account our project headers being\nreferenced in \u003csystem/header.h\u003e style.
