  "message": "Test that the DTLS 1.3 server retransmits NewSessionTicket correctly.\n\nTesting NewSessionTicket is tricky. First, BoringSSL sends two tickets\nin a row. These are conceptually separate flights, but we test them as\none flight. I\u0027ve added a mechanism in the testing callbacks to merge two\nflights together.\n\nSecond, these tickets are sent concurrently with the runner\u0027s first test\nmessage.
