  "message": "Ignore OPENSSL_STATIC_ARMCAP on non-Arm platforms\n\nSpeculative fix for a Trusty build issue.\n\nTrusty\u0027s seems to define OPENSSL_STATIC_ARMCAP unconditionally,\nincluding x86-64. The result was that the declaration checked\nOPENSSL_STATIC_ARMCAP but the .cc file did not.\n\nThis accidentally built, but didn\u0027t really work because\nOPENSSL_cpuid_setup was getting ignored, so Trusty\u0027s x86-64 builds\nlikely weren\u0027t getting CPU features. With the namespacing, it stopped\nworking accidentally.\n\nFix the (increasingly complex) conditional.
