  "message": "Add a \u0027configs_exclude\u0027 option to the generated GN \u0027create_tests\u0027 template.\n\nChromium uses GN\u0027s default configs feature which makes all targets default to a\nset of configs. It then expects third_party code to take one of them\n(chromium_code) out and put in a different one (no_chromium_code).\n\nBecause of that, we need a way to tell the template to emit -\u003d lines.
