  "message": "Make more Windows configurations compile-only\n\nWe currently run Windows tests on {debug, release} x {win32, win64}.\nHistorically we needed to compile both debug and release because we\nenabled some very fussy MSVC warnings. I\u0027m not sure how much that\u0027s\nstill true, but once they\u0027re compiled, we probably don\u0027t need to run the\ntests on both pre-commit.
